The EU is dragging its feet over the Western Balkans, warns Wolfgang Petritsch, the EU’s former Special Envoy to Kosovo. He urges the Union to draw on its experience with Bulgaria and Romania to accommodate the special needs of the Balkan states

I agree with the author, if the EU was able to accommodate for what he calls “special needs” of post-communist Central and Eastern European countries some of which are still experiencing post-transition effects, why not grant the same effort to the Balkans.
